Ways of improving the integrity of wastewater network
Summary
The analysis of the main wastewater network failures is given. The data from foreign literature on blockage frequency depending on the pipe diameter is presented; for the classification of pipes by blockage risk level an index, i. e. generalized risk factor is suggested. The index stating the annual number of blockages per 1 km of a sewer of a certain diameter is more acceptable. Periodic maintenance, running or capital repair is a necessary requirement of the operation of any facility. Draining the pipe section under repair is a crucial stage from the point of view of the network integrity. It is suggested instead of one big sewer to lay two parallel sewers with total throughput capacity equal to that of the replaced one. The use of reinforced concrete pipes made of cement fondu characterized by the high corrosion resistance, long lifetime and abrasion resistance is considered. Savings from operation of reinforced concrete sewers made of cement fondu can compensate for its high cost. Polyvinylchloride is a perspective material for sewer production. The attention is drawn to the need of improving standards and regulatory documents related to the sewer maintenance.

Estimation of reliability, safety and investment efficiency of a wastewater disposal system
Summary
Basic principles of the procedure of estimating reliability and safety of wastewater transportation for treatment at reduced operational lifetime investments by the example of a sewerage network in Osinovaya Roscha settlement of the Leningrad Region are presented. The feasibility study of a sewerage network project design first defines the probability safety characteristics for each of the network elements; then probability and parametric reliability characteristics are determined. Hereafter the optimal network design is selected with the help of the said characteristics.

Improvement and development of the water supply and wastewater disposal systems in Samara
Summary
Information is presented on the development by the specialists of «Samarskie Kommunal’nye Sistemy», LLC, of an investment program for the construction, reconstruction and upgrade of the municipal water supply and wastewater disposal systems in the Samara Urban District for 2019–2023 in accordance with the «Concept of Development and Reconstruction of the Water Supply and Wastewater Disposal Systems in the Samara Urban District for 2018–2047». For the period of the public-private partnership 2013–2019 «Samarskie Kommunal’nye Sistemy», LLC has implemented the program of constructing, reconstructing and upgrading the public water supply and wastewater disposal systems in the Samara Urban District worth a total of 2.15 billion rubles. During this time the equipment at the pumping filtration stations, boosting pumping stations, and at the municipal wastewater treatment facilities in Samara has been renewed; 65.4 km of the water distribution network and 34.5 km of the sewer network have been relayed. The implementation of the investment program will provide for improving the quality and reliability of the cold water supply, reducing technological damages and failures at the water supply and wastewater treatment facilities in the Samara Urban District, and ensuring the technical ability to connect new construction facilities.

Improvement of a Design Model of Operation of a Ring Water Supply Network
Summary
Issues of improvement of the design model of operation of the ring water supply network taking into account statistical data on its operation are considered. It is proposed to make corrections in the standards of water supply systems designing and supplement them with execution of reliability calculations of the ring water supply network.

Specificity and methodological features of evaluating the reliability of sewer networks in large cities
Summary
The paper draws attention to the structural differences of two equivalent subsystems of a single infrastructure of a water supply and wastewater disposal system in a large city: a water supply subsystem and a wastewater disposal subsystem. It is stated that by now there is no unified established concept regarding the quantitative measure of the reliability of the sewer network. Based on the results of a review of modern domestic scientific and technical literature, three approaches to evaluating the reliability of municipal wastewater disposal systems are singled out and critically analyzed. The capabilities determined by the accepted assumptions are identified, and the areas of practical use of each of them are specified.

Sewer network reliability control
Summary
The fundamental possibility of the sewer network reliability control by developing (with subsequent implementation) mid- and long-term plans for its renovation according to the criterion of the minimum possible environmental risk is discussed. As a quantitative measure, an indicator of the operational reliability of the network is considered, i.e., the relative volume of wastewater not delivered to the treatment facilities because of the failures of the network structural elements. The assumptions and limitations of such control attributable to the specific features of the object, are discussed. An algorithm for developing a network renovation plan according to the environmental criterion is proposed using the method of object segmentation and equivalenting.

Establishment of Periodicity of Water Quality Monitoring with Due Regard for Measurement Inaccuracy
Summary
The periodical monitoring of quality of water with changeable characteristics is connected with sampling errors. Methods of accounting of these errors together with characteristics of measurement inaccuracy of polluting substances concentration for assessment of the risk of false conclusions about water compliance (or non-compliance) with specified requirements are offered. It is reasonable to establish the periodicity of measurements from the calculation of proportionality of sampling errors and meteorological inaccuracy specified by the certified measuring technique. The table of optimal periodicity of measurements depending on maximum permissible concentration of a polluting substance and changeability of its concentration in a water body as well as the scheme of prediction of water quality with a specified confidence level are offered for practical application.
