Introduction and development of managements systems at the Khabarovsk MUE «Vodocanal»

Summary

Different steps of introducing the quality management system at Khabarovsk Vodokanal are presented. Reliability and economic efficiency of the production processes are the key targets of the quality management system development. In the process of developing the occupational safety management system possible integration of the system into the quality management system was investigated. The administration of the Khabarovsk MUE «Vodocanal» is considering the management systems as a basis for the future introduction of the environmental management system according to ISO 14001 and further incorporation into the corporate integrated management system.

External benchmarking at water and wastewater utilities

Summary

Benchmarking has been a world recognized tool for system improvement at an enterprise and finds ever wider application in Russia
including water and wastewater utilities. SUE «Vodokanal of St. Petersburg» has been carrying out external benchmarking at both national and international levels for more than a decade. The operating rate of a company is analyzed and compared with operating rates of other enterprises of the branch; herewith advanced technologies and efficient technical solutions are introduced. The experts of SUE «Vodokanal of St. Petersburg» have developed a benchmarking concept that takes into consideration the international experience of its use. The concept determines benchmarking types, its basic stages, ways of conducting, and information resource for data exchange within the enterprise. The approaches that provide for the overall estimation of the benchmarking object with the use of cause-consequences diagrams and operating rate complex are shaped. The long-term experience and system approach to the benchmarking execution allow SUE «Vodokanal of St. Petersburg» to carry out the comparison of the operating rates at the national and international levels. Participation in the annual international program of benchmarking of the water utilities «International benchmarking in the area of providing water and wastewater services» gives an opportunity to get an assessment of the independent experts in relation to the choice of directions of the operation improvement.

On designing water supply schemes of the Russian cities

Summary

The summary on the water supply conditions in the country is presented. Supplying the population with sufficient amount of drinking water of the required quality and environmental safety of water use have been very important issues in Russia that differ for different regions and population groups. In general it is related not only to the replacement of the outdated equipment and elimination of the general technical backwardness, but in the first place to the need to solve legal, organizational and economic problems. To provide for the stepwise implementation of the set tasks of upgrading and reconstructing municipal water supply and wastewater disposal systems in Russia as well as for the economic encouragement of their development the RF Government approved and put into effect the new regulatory documents – Federal Law of December 7, 2011 No. 416-FZ «On water supply and wastewater management» and «Regulations for development and approval of water and wastewater management schemes and requirements to their maintenance». The guidance issues of designing municipal and communal water supply schemes by the example of Ufa and Irkutsk are considered. The sections to be included into the municipal water supply schemes alongside with the principles of supplying drinking water to the population of certain municipal entities are presented. Successful designing regional water supply schemes is ensured by the availability of the background information on the technical condition of the system; water intake conformance to the project water demand; hydrogeolical survey and confirmed operating inventory of the potential reserve water sources; availability of the master plans of territorial development.
