Regulating the use of secondary energy resources at high-voltage wastewater pumping stations

Summary

The results of studying the use of secondary energy resources at a high-voltage municipal wastewater pumping station are presented. The specific features of designing and operating engineering systems for maintaining a microclimate at a wastewater pumping station, as well as the generated wastes that can potentially be used in the form of secondary energy resources, are considered. A review of the energy resources obtained in the process of pumping wastewater to the treatment facilities and can be used to reduce the share of basic operating costs, was carried out. The results of a field survey of the heating system at a municipal wastewater pumping station are presented. The main types of heating and ventilation systems used at wastewater pumping stations located in Moscow are considered. Options have been proposed for regulating the use of wastewater heat, exhaust air, and the technological process within the premises of a municipal wastewater pumping station, taking into account the features of wastewater treatment at the wastewater treatment facilities. The work can be of interest to the operators of the municipal wastewater disposal systems, engineers of building heating and ventilation systems, as well as for the researchers and designers working in the field of developing microclimate in industrial structures.

On the need for making amendments to the statutory regulation of impact of the business operations and other activities on the surface water bodies

Summary

The current system of regulating the permissible impact of the business operations and other activities on surface water bodies does not provide for improving the water quality and condition of water bodies to meet the requirements of the RF Water Code. To eliminate the legal uncertainty of regulating the impact on water bodies and taking into account the transition to the technology regulation to achieve the goals of protecting water bodies, it is proposed that the Water Code of the Russian Federation captures the environmental standards for the surface water quality (ESSWQ). These standards have to be developed with account of the natural characteristics of specific river basins, and applied along with the existing hygienic standards instead of the fishery water quality standards. At the same time, the standards for the permissible impact of business operations and other activities on water bodies (SPI) are developed on the basis of ESSWQ in accordance with the requirements of the current environmental legislation. Making amendments to the RF Water Code will provide, among other things, for reliable calculating fees for the negative environmental impact; for calculating the amount of damage caused to a water body; for reducing the costs of developing standards, and carrying out water protection measures, designing and constructing treatment facilities, etc.

Accelerated Movement to Technological Standardization

Summary

A list of the basic methods included in the Register of the best available technologies used in the systems of communal water disposal for wastewater treatment as well as the results achieved by using them are presented. It is proposed to speed up the edition of the integrated information-technical reference book and the development of the Regulations of introduction of the best available technologies endorsed by Ministry of Natural Resources and Environmental Protection of the Russian Federation. Technologies should be selected depending on concrete conditions of water use on the basis of analysis of the ecological state of a water object in the area of wastewater discharge. Principles of the selection of the best available technologies of urban wastewater depending on the ecological situation are summarized.
