Hygienic regulation of drinking water quality as a mainspring of the water treatment technology upgrade

Summary

The aspects of developing the domestic regulatory environment on drinking water quality are considered together with the effect of the tendency of introducing additional requirements on the water treatment technology by the example of the Moscow public water supply. The drinking water quality requirements both in our country and abroad are based on the criteria established by the World Health Organization in the middle of the last century. In different countries the requirements may differ depending on the national drinking water policy represented by the legislation, standards and other statutory regulations. In the Russian Federation the drinking water quality standards are determined by the sanitary-epidemiologic legislation that specifies the maximum permissible concentrations of all the regulated pollutants. The current requirements to the drinking water quality determine the process solutions implemented at the water treatment plants. Introduction of the new regulatory requirements has become a powerful impulse to upgrading the existing facilities and retrofitting new advanced methods into the treatment technology. Thus, tightening the regulations on the concentration of chlorination byproducts and the requirements to the epidemic safety (regulating viral and parasitary contamination) resulted in the methodical work on upgrading the Moscow water treatment plants with the introduction of ozonation and activated carbon filtration and membrane filtration. Even today the water treatment plants with advanced treatment facilities that guarantee water purification to the regulatory requirements supply more than 40% of the Moscow drinking water. At the same time the current regulatory documents contain inconsistencies that necessitate taking expensive measures to improve the drinking water quality. Considering the activities on revising the current requirements it is necessary to pay special attention to the harmonization of separate statutory regulations.

The use of methods for calculating biological wastewater treatment facilities (for discussion)

Summary

Current requirements to the quality of effluent of wastewater treatment facilities call for introducing nitrification, denitrification, and phosphorus removal processes into the biological wastewater treatment, in addition to aerobic oxidation of organic compounds. The impossibility of ensuring the quality of effluents to be discharged into fishery water bodies in terms of nutrients MPCs values ​​is explained by the incorrect solutions designed for the introduction of biological wastewater treatment processes, and incorrect approaches to the design of facilities. The section «Wastewater disposal and treatment» of the Expert and Technological Council of the Russian Water Supply and Wastewater Association receives a lot of questions from water professionals interested in the methods of calculating wastewater treatment facilities and, primarily, biological treatment facilities. In this regard, the section «Wastewater disposal and treatment» of ETC RAWW develops Recommendations on the use of methods for calculating wastewater treatment facilities. This document, though not mandatory for execution, will contain information reflecting the viewpoints of the research workers, engineers, technologists, designers and experts in the operation of wastewater treatment facilities, members of the section. The Recommendations will include the results of calculations performed according to various methods and models, as well as conclusions indicating the possibility or impossibility of using certain calculation methods, as well as their limitations and correctness. It is planned to publish by parts the information on various calculation methods, techniques, approaches to calculations, as well as documents containing one or another approach to the design of wastewater treatment facilities is prescribed. After the analysis has been carried out, the consolidated material will be published in the form of Recommendations. This paper presents an analysis of the information contained in SP 32.13330.2018 on the calculation of biological wastewater treatment facilities as the most urgent problem presently.

New CP 517.1325800.2022 «Operation of the public water supply and wastewater disposal systems, structures»

Summary

The information on the new Code of Practice CP 517.1325800.2022 «Operation of the public water supply and wastewater disposal systems, structures» is presented. The development of the Code of Practice was carried out by the order of the Ministry of Construction of the Russian Federation as part of the national project «Housing and urban environment» up to the year 2024 in terms of providing for the improvement of the technical regulation system for updating the acting regulatory and technical documents for retrofitting advanced technologies and establishing restrictions on the use of obsolete technologies in design, construction and operation. The purpose of developing a new Code of Practice has been as follows: compiling a single document of the federal level that establishes the recommendations and industry regulatory requirements for all the basic stages of operating public systems and facilities for water supply and wastewater disposal; establishing comprehensive requirements that guarantee the adoption of the most effective and safe technical solutions based on the generalized experience in the design and operation of public water supply and wastewater disposal systems; accounting for the provisions put into force in the period 2019–2021 of the regulatory documents for the water industry; accounting for the results of scientific research. The Code of Practice reflects the current features of the operation of public systems and structures for water supply and wastewater disposal, taking into account the innovative methods and technologies for their repair, maintenance and reconstruction.

General issues of compliance of drinking water quality in public water supply with the regulatory requirements

Summary

The issues of drinking water quality compliance with the requirements of the current sanitary legislation are extremely acute and require the most correct and uniform solution. Non-compliance of drinking water quality with the current regulatory requirements can have consequences of different levels; thus, it is important to understand what level of non-compliance allows considering the water as fine and safe in relation to the services provided by the public drinking water supply; and what level requires the development and coordination of action plans to bring the quality of drinking water into compliance with the established requirements. The general principles for estimating the compliance of drinking water in public water supply systems with the regulatory quality requirements are considered.
