Proposals on amendments to legal framework on regulating effluent discharges by Vodokanals and their customers

Summary

The issues of regulating effluent discharges in view of Federal Law № 416-FZ «On water supply and wastewater disposal» coming into force in 2013 and expected accepting of amendments to Federal Law № 7-FZ «On environmental protection» (PFZ № 584587-5) are considered. Essential revision of Chapter 5 of Law № 416-FZ on the environmental issues is proposed alongside with developing for Vodokanals and their customers a new system of regulation and charging on the basis of PFZ № 584587-5 principles and provisions.

The use of energy efficient technologies of wastewater treatment: ways of solution and implementation problems

Summary

Currently in different Russian cities in the process of operation and maintenance of wastewater treatment facilities designed and constructed in 1970-ies the problems often arise that are typical for many water and wastewater utilities in Russia. Ways of solving these problems in the process of upgrade are also typical and represent a package of measures that should be implemented on a branch basis. The potential of the advanced equipment and technologies that provide for improving the efficiency of the treatment facilities operation at significant energy saving as well as for solving the problems of upgrading treatment facilities under the conditions of tariff regulation and lack of competent professionals is presented.

Summary

Main directions of the policy of SUE Vodokanal of St. Petersburg in the field of renovation of basic production assets are stated: refusal of repair of the worn production means and transition to their replacement by more up-to-date with the subsequent maintenance support in order to improve the quality of rendering of services and efficiency of operation of water supply and sewerage economy, increase the cost and reduce the moral and physical wear of fixed assets; extensive use of mechanisms of long-term investments and domestic leasing in order to improve investment activity of the enterprise without the sharp growth of tariffs for water supply and wastewater disposal services.
