Criterial approach to substantiation of the best available techniques for engineering protection against hazardous techno-natural processes

Summary

Prediction of measures and construction of facilities for engineering protection from hazardous processes has a number of specific features that should be borne in mind while developing a method for substantiating the best available techniques. The mathematical tools that provide for substantiating the choice of a technology for engineering protection from hazardous techno-natural processes, that can be assigned to the best available techniques, are under development. One of the approaches is presented that allows, on the basis of quantitative assessments, to substantiate the choice of an option of engineering protection against hazardous techno-natural processes. This approach is based on the expert-analytical method for assessing the risk from hazardous natural-technogenic processes that has been widely used in recent years. Mathematical tools have been proposed that provide for reasonably approaching the choice of the best available technique for engineering protection against hazardous techno-natural processes, taking into account the capabilities of the owner, his position in the current situation and development prospects.

The procedure of designing drainage rates and geologic safety threshold in case of urban industrial area underflooding

Summary

The regulatory documents specify the indicators of the ground water critical state depending on the development pattern of urban industrial areas. Dividing the areas according to the development pattern is presented in general without regard to the RF Town Planning Code. The analysis of published data and regulatory requirements showed the necessity of specifying the geologic safety threshold in case of underflooding in order to validate the drainage rate of the urban industrial areas. The concept of designing geologic safety threshold on the basis of the geohazard risk theory with the evaluation of underflooding negative effect level is set out. The design functional connections were obtained and the procedure of designing drainage rates, acceptable ground water levels and geologic safety threshold in case of underflooding of different urban industrial areas classified as provided by the RF Town Planning Code was developed.

Estimating the safety and failure risk of hydraulic engineering structures

Summary

The need for improving the technique of estimating the failure risk of hydraulic engineering structures on the basis of the general concept of risk as the product of failure risk (frequency) by potential damage (social, material, environmental etc.) is substantiated. The results of investigations are presented that provide for the comprehensive estimation of hydraulic engineering structure failure risk levels. The suggested design approach is compared with the traditional method by test examples of estimating the risk of hydraulic engineering structure failure.
