The concept of water and wastewater utilities upgrade management

Summary

Basic reserves of improving the efficiency of water and wastewater utilities are summarized. The concept of water and wastewater utility upgrade management is substantiated and three main stages are identified, i. e. demand management; dynamic engineering investments in the upgrade of water treatment, power equipment and shabby pipelines with the involvement of targeted debt financing; sustainable development with equity financing. The expediency of the upgrade budgetary financing is considered.

Modernization of Sewerage Treatment Facilities

Summary

The basic technical decisions and a description of the new equipment introduced at sewerage treatment facilities of the city of Novosibirsk are presented. It is told about the methods used when repairing pipelines and capacitive facilities. Modernization is carried out at all stages of treatment: at the main pumping station, mechanical and biological treatment facilities, sludge treatment facilities. Measures carried out make it possible to improve the quality of wastewater treatment, to reduce the discharge of polluting substances into the Ob. Modernization of the operating treatment facilities owing to the use of up-to-date equipment made it possible to improve the reliability of operation of the complex as a whole, to reduce the volume of sludge intended to further utilization, to reduce the negative influence on the environment and improve the city ecology.

On the need for a radical modernization of water treatment facilities in the context of meeting the requirements of the sanitary and hygienic legislation

Summary

The need for a radical modernization of water treatment facilities in the Russian Federation in light of the tightening requirements of the sanitary and hygienic legislation is substantiated. An analysis of new standards (SanPiN 1.2.3685-21) is conducted, with special attention paid to the significant reduction in maximum permissible concentrations for a range of chemical (residual aluminum, total organic carbon, disinfection by-products of chlorination and ozonation) and microbiological indicators (including chlorine- and ozone-resistant cysts and oocysts of pathogenic protozoa and viruses). It is shown that the simultaneous achievement of both chemical and microbiological standards using existing traditional treatment schemes becomes practically impossible without revising the role of primary and secondary oxidation and introducing additional non-chemical stages of purification and disinfection. Multi-barrier technological schemes successfully implemented in major cities of Russia (Moscow, St. Petersburg, Cherepovets, Nizhny Novgorod) and worldwide (New York, Paris, Helsinki) are considered in depth. The key feature of these schemes is the effective combination and redistribution of roles between chemical (ozonation, chlorination) and physical (UV irradiation, membrane filtration, sorption) methods of purification and disinfection. This approach provides for minimizing the formation of toxic disinfection by-products, ensuring reliable removal of resistant microorganisms, and adapting systems to the variable quality of source water, especially for surface water sources. The conclusion is drawn that the step-by-step modernization of water treatment facilities with the introduction of multi-barrier technologies is not only a mandatory condition for meeting the new sanitary requirements but also a strategic direction for enhancing the environmental and epidemiological safety of drinking water supply under the conditions of anthropogenic impact and climate change.

Experience of Modernization of Settling Tanks and Clarifiers at Water Treatment Stations

Summary

Methods of the modernization of different designs of flocculators, settling tanks and clarifiers based on the use of thin-layer, recirculating flocculation and thin-layer deposition are presented. Advantages of the design of thin-layer cellular blocks developed by the authors and produced by the EcoholdingClosed Company are shown. Results of the long term (over 10 years) operation of modernized settling facilities in the systems of communal and industry water treatment at different compositions of natural water and various methods of their treatment are presented.

The experience of operating lamella settlers and clarifiers with built-in flocculation chambers

Summary

The results of upgrading primary water treatment facilities – flocculation chambers, sedimentation tanks and clarifiers based on the use of low-flow and low-pressure recirculators and lamella honeycomb modules made of polyethylene film 250–300 µm thick designed by ECOHOLDING Group experts are presented. The developed method of jointing film into a honeycomb construction with an inner rigid frame provides for the ruggedness and spacial stability of the honeycomb module and allows stretching it on the frames on perimeter only. Firm jointing of the film allows manufacturing a honeycomb construction of any size and angle of slope providing minimum loss of clarifying surface of the facilities of any configuration, both radial and rectangular. For long-term operated facilities honeycomb modules are tailormade after each of them has been measured. The possibility of ensuring the required recirculation rate at low head loss and minimum liquid flow rate to prevent the recycled suspension from destruction and facilitate efficient floc formation is an essential advantage of the developed methods of recirculator designing and constructing. The presented high-efficient methods of coagulation and sedimentation improvement form the basis of prefabricated «Struiia» and «Vlaga» modular water treatment units with 100–12000 m3/day capacities. The units are designed for natural water treatment: turbidity and color removal, softening, defluorination, de-ironing (composite forms, high concentrations of iron) and disinfection. They are used in water supply systems of settlements, towns, hospital care and health resorts, sport centers, fish farms, industrial enterprises or separate production facilities.

Improving the environmental safety of the Urals: upgrading the Southern Wastewater Treatment Plant in Yekaterinburg

Summary

The Ural region has been traditionally considered the «backbone» of Russia with the center in Yekaterinburg. The environmental safety of the region is largely ensured by wastewater treatment at the Northern and Southern municipal wastewater treatment plants. The current upgrade of the Southern Wastewater Treatment Plant has become the biggest over the past 7 years: 345 million rubles have already been invested in the building, installation works and equipment. In 2022, the allocated finance will be another 120 million rubles. In the process of reconstruction and modernization of the Southern Wastewater Treatment Plant the mechanical sludge dewatering facilities were subject to upgrade resulting in the double reduction of the generated wastes. More than 70% of aeration tanks (8 of 11 sections) were reconstructed with a complete replacement of the aeration system, and secondary clarifiers were reconstructed with the replacement of sludge sucker (6 of 15 tanks). In general, the upgrade of the biological treatment facilities provided for increasing the environmental performance and improving the state of the ecosystem of the Iset River.

Cooperation for the Benefit of Ecology

Summary

It is told about the introduction of equipment of the Scientific-Production Company ECOTONfor modernization of treatment facilities of the city of Novosibirsk: tubular aerators, the automated complex of mechanical grates with a screw conveyor and a press-compactor, sluice gates, rake grates, belt filter-presses, screw transporters. The joint project of the Scientific-Production Company ECOTONand the Municipal Unitary Enterprise Gorvodokanalof Novosibirsk is oriented on the improvement of wastewater treatment and optimal reduction of expenditures for works execution. The use of equipment of the ECOTONCo. for the purpose of modernization of sewerage treatment facilities makes it possible to solve the problems of energy and resources saving.
