Aspects of designing wastewater treatment facilities in terms of the BAT process indicators: priorities and consequences

Summary

Switching to the concept of the technological regulation occurs simultaneously with implementing a number of federal environmental projects including those included in the Ecology National Project. Considering that water utilities, through the spectacle of Rosprirodnadzor are among the main polluters of water bodies, the construction of new and upgrade of the existing treatment facilities is the focus of public authorities, regulators and, naturally, the wastewater facilities operators themselves. The paper considers potential and possible inconsistencies of the current design expectations based on the technological indicators of the best available technologies and the very concept of using the best available technologies that does not imply stasis but the development and consistent tightening of those same technological indicators.

Amendments and prospects of the statutory regulation of wastewater and pollution discharges by water utilities and their customers

Summary

The background and dynamics of the environmental legislation amendments related to the water supply and wastewater disposal, and statutory regulation related to effluent and pollution discharges from public wastewater disposal systems are described. The results of applying the enactments related to wastewater disposal are stated that provided for the successive correction of the statutory regulations related to the public wastewater disposal systems beginning from 2014. The analysis of water-protective measures taken by the custo­mers is presented in light of abandoning the state regulation of wastewater discharge into the public wastewater disposal systems. The
evaluation of the results of the amendments of «The rules of cold water supply and wastewater disposal» adopted in 2016 in relation to the customers of SUE «Vodokanal of St. Petersburg» is presented. The successive approximation of the Russian requirements to the wastewater composition and properties set with the purpose of preventing the negative impact on the public wastewater disposal systems with similar European requirements is shown. The novations coming into effect from January 1, 2019 of Federal Law No. 219-FZ «On the amendments to the Federal Law «On environmental protection» and separate enactments of the Russian Federation» and Federal Law No. 225-FZ of July 29, 2017 «On the amendments to the Federal Law «On water supply and wastewater disposal» and separate enactments of the Russian Federation» related to the system of the wastewater utilities introducing the best available techniques are stated. The prospects of the future development of the environmental regulations and legislation on water supply and wastewater disposal in relation to the regulation of the discharges by wastewater utilities and discharges to the public wastewater disposal systems by the customers are stated.

Overview of the main amendments to the Code of Practice CP 32.13330.2018 «Sewerage. Pipelines and wastewater treatment plants» in terms of designing the systems for the disposal and treatment of surface runoff introduced in 2021

Summary

An overview of the main changes in the design of the systems for the disposal and treatment of surface runoff (rain, melt water) in the current set of rules – CP 32.13330.2018 «SNiP 2.04.03-85 Sewerage. Pipelines and wastewater treatment plants», developed in 2021 by the specialists of the Research Institute of Building Physics of the Russian Academy of Architecture and Building Sciences and a number of other organizations is presented. It is noted that the purpose of amending the current regulatory document is, in particular, harmonization of its provisions with the articles of the environmental legislation that came into force on January 1, 2019 and the new regulatory legal acts of the Government of the Russian Federation that provide for the transition to the principles of technological regulation of discharges in accordance with the technological indicators of the best available technologies. An overview of the most significant changes in CP 32.13330.2018 on the organization and calculation of the systems for the disposal and treatment of surface runoff is given.

Determination of technological indicators of municipal wastewater treatment quality corresponding to the use of the best available techniques

Summary

In 2015 «Wastewater treatment in public wastewater disposal systems of communities, urban districts» information and technical gui­dance was compiled (ITG 10-2105). The document has been developed for the first time in Russia and has no parallels in European Union. One of the main problems in compiling ITG 10-2105 was developing the methodology of determining the technological indicators of the best available techniques. The analysis of this methodology was carried out in comparison with the existing in EC perspective approaches to the determination of the technological indicators including: projects selection and split up into groups; acquisition of data on the emissions into the atmosphere; selection of pollutants; analysis of the available information on discharges; differentiated determination of the emission level in relation to the best available techniques. The technological indicators of pollutants removed in the traditional biological treatment processes (suspended solids, BOD5, COD) were determined in the process of analyzing the data obtained by questioning the branch projects. Determination of the technological indicators for nitrogen and phosphorus compounds is based greatly on the expert assessment due to the small number of projects using BAT and due to the differences in the technologies applied. Generally the method for determining the technological indicators of BAT to the full extent corresponded to the practices currently used for this purpose in EC. In future during the preparation for ITG 10-2015 revision it is recommended to carry out monitoring and technological audit of BAT reference-projects as well as of the perspective technologies.

The experience of SUE «Vodokanal of St. Petersburg» in developing programs for improving the environmental efficiency

Summary

The experience of developing programs for improving the environmental efficiency in the context of the requirements for their development and approval by the Interdepartmental Commission under the Ministry of Industry and Trade of the Russian Federation for the facilities of SUE «Vodokanal of St. Petersburg» is presented: the Central Wastewater Treatment Plant, Northern Wastewater Treatment Plant, the Southwestern Treatment Facilities. The following issues have been accentuated: the specific features of developing programs for improving the environmental efficiency for water and wastewater utilities operating public wastewater disposal systems in settlements and urban districts that discharge effluents into the Baltic Sea catchment basin; the required dates for developing and approving the programs. Attention is drawn to the need for strict compliance with the requirements to the program components. Particularly noted are the nuances of comparing the actual quality of discharged effluents in relation to the technologically regulated substances with selected process parameters of the best available technology. Examples of the analytical evaluation of the choice of indicator values and technological solutions for the stages of the program activities are given. The focus is drawn toward the need to analyze all the best available technologies regulated by the adopted information and technical reference books. The aspects of highlighting the results of the inventory of pollution discharges in the programs are indicated.

Estimation of the achievability of the environmental and technological regulations at small wastewater treatment facilities

Summary

The transition of water and wastewater services to technological regulations imposes new environmental requirements for wastewater treatment facilities. The probability of meeting environmental and technological regulations at 117 sites was estimated. For two groups of treatment facilities (midget, small and minor), the achievability of the regulations for suspended solids, BODtotal, nitrogen (ammonium, nitrite, nitrate) and phosphate-phosphorus was determined. The smallest proportion of the facilities could provide for meeting the maximum permissible concentrations of suspended solids (12.2 and 8.8%), phosphate-phosphorus (24.5 and 8.3%) and ammonium nitrogen (12.2 and 9%) in the effluents discharged into water bodies of commercial fishing importance. Meeting the technological regulations for water bodies of category B looks more likely and is 30.6% for ammonium nitrogen, for other indicators – more than 70%.

Switch over to the technologic regulation of effluent discharges from municipal wastewater treatment facilities: ten years track record and recommendations after the adoption of the complete package of regulatory legal acts

Summary

On behalf of the participants in the process, a description of the concept of technological regulation of wastewater discharges from settlements, the development and adoption of legislative acts for the switch over to the new system is given. The paper dwells upon the adoption of the final regulatory legal act (Government Decree of September 2020 No. 1430), completing the development of a legislative framework designed to put an end on the use of fishery maximum permissible concentrations as wastewater discharge standards. Explanations are given on the relationship between the status of the provisions of the updated information and technical reference book ITS 10-2015 and the specified resolution in different applications. Recommendations are given for municipal wastewater treatment facilities and engineering companies on priority actions in the preparation and drawing up of applications for integrated environmental permits and design specifications and estimates according to the new regulations. Attention is drawn to the fact that switching over to a new regulation system requires assigning a category to a water body (performed by Rosvodresursy); otherwise the application of the process parameters established by the Government of the Russian Federation is impossible. The specific features of designing treatment facilities in the new regulation system are noted.

Problems of applying novations of the environmental legislation
in relation to the sanitation facilities of the SUE «Vodokanal of St. Petersburg»

Summary

The novations of Federal Laws of July 21, 2014 No. 219-FZ (as revised on July 26, 2019) «On Amendments to the Federal Law «On Environmental Protection» and certain legislative acts of the Russian Federation and No. 225-FZ dated July 29, 2017 «On Amendments to the Federal Law «On Water Supply and Sanitation» and certain legislative acts of the Russian Federation that came into force on January 1, 2019 are presented in relation to the system of transferring organizations that provide for wastewater disposal to the best available technologies. It is noted that all the main progressive novations in the transition of water utilities to the use of the best available technologies and related preferences should be applied to the facilities of public sanitation systems that have received the status of public sanitation systems of settlements and urban districts. Problems requiring solution that impede the transition of water utilities to the best available technologies are outlined.
